The Department of Health declared in March 2007, that individuals who did not qualify from the United Kingdom would have to acquire a special work permit or HSMP scheme in order to pursue post graduation. The doctors and dentists practicing and pursuing their education in the UK were treated as exceptions and did not require the work permit before this exemption was rendered ineffective on 3 April 2006. The exemption made the dentists and doctors with medical work in the UK able to carry on without a work permit. This was in accordance with many other health services related projects under the UK National Health Services. The aforementioned declaration by the Department of Health, however, requires them to have work permits like all other normal immigrants if they do not have the graduation degree from UK and are not residents of the UK or EEA. In the recent past, the United Kingdom has recruited numerous doctors and nurses from across the seas due to the inherent dearth of doctors and nurses in the country. At present, there are almost 15000 doctors involved in medical work in the UK, who are practicing in the United Kingdom, will be at the receiving end of this decision. Considering the present scenario, doctors who are residents of the UK or the EU will be preferred to those from other parts of the world for jobs. Those who are willing to pursue medical work in the UK and are from other nations will have to obtain a direct offer from any certified and approved organization or hospital. Only then will they get a work permit. Before this came into being, the freshly qualified doctors used to work as junior doctors for two to seven years in order to gather experience before finally settling down to practice. The new system calls for the work permit to be renewed every six months. Thus, a non-EU doctor looking to obtain a certain amount of experience will have to renew the permit a number of times. This kind of treatment for non-EU doctors has even prompted some who do not support this law to say that the EU doctors will be given preferential treatment even if they are not sufficiently qualified. The United Kingdom and other western nations’ policies of recruiting doctors from the developing countries have been severely condemned by many social activists because this definitely harms the home economy of the doctors. Even an organization of the stature of World Health Organization (WHO) has confirmed that this practice harms the economy of the developing nations. Considering this sudden change, there is a sudden rush of British nations who are enrolling for medical work in the UK. At present, there are around 117,000 doctors in the NHS. This change will render the 15000 odd non –EU individuals in medical work in the UK uncertain of their employment. They will have to apply for work permits like all immigrants seeking employment. However, the problem associated with this is that many medical organizations in the UK have non-resident Britons as employees and their services are important. They have requested the government to reconsider this decision and allow the foreign doctors to continue medical work in the UK. |
